The PM Youth Laptop Scheme is a federal, merit-based programme under the Prime Minister's Youth Programme (PMYP), administered by the Higher Education Commission (HEC). It provides free, high-specification laptops to talented students in public-sector universities to help close the digital divide and support research, learning and digital skills.
This guide explains who is eligible, how the merit and CGPA rules work, what documents you'll need, and the exact steps to register online. It is an independent summary — confirm the current rules and dates on the official portal before applying.
What is the laptop scheme?
The scheme distributes laptops purely on merit within each degree programme, across all provinces as well as Azad Jammu & Kashmir and Gilgit-Baltistan. Selection is based on your CGPA and academic record, with quotas set by university, campus, degree programme and department. The machines are typically capable mid-range laptops suitable for programming, design, research writing and online certifications.
Who is eligible?
- A Pakistani or AJK national with a valid CNIC or B-Form.
- A regular (not private/affiliated) student at a public-sector university or a Degree Awarding Institute (DAI) recognised by HEC.
- Currently enrolled in a 4 or 5-year Bachelor's, MS/MPhil (18-year equivalent), or PhD programme.
- Meets the minimum merit: CGPA 2.80 / 4.00 under the semester system, or 60% marks under the annual system.
- Virtual University and AIOU students are generally eligible under a dedicated national quota.
Who is not eligible
- Students of private-sector universities or colleges.
- Students enrolled in affiliated colleges (rather than the university or its constituent institutes).
- Anyone who has already received a laptop under any previous federal or provincial scheme.
- Anyone without valid, current enrollment at the time of applying.
How merit is decided
Only your CGPA (the cumulative GPA across previous semesters) is considered — you do not need to convert between CGPA and percentage; the system uses whatever standard your university follows. Laptops are allocated per degree level (PhD, MS/MPhil, and 16-year / Bachelor's) and per departmental quota, so you are effectively competing within your own programme. Students with a higher CGPA and an error-free application have the best chance.
Documents & details you'll need
- Your CNIC or B-Form number.
- University name, department, and degree level.
- Enrollment number and date of admission.
- Your most recent CGPA or marks (first-semester students use previous degree marks, e.g. HSSC or Bachelor's).
- An active mobile number registered in your own name and a working email for OTP and HEC verification SMS.
How to apply — step by step
-
Open the official laptop portal
Go to the HEC Students' Service Portal at laptop.pmyp.gov.pk. If you registered in an earlier phase, log in and update your profile instead of creating a new account.
-
Verify your CNIC or B-Form
Enter your 13-digit CNIC or B-Form number. This check confirms you haven't already received a laptop in a previous phase.
-
Enter your academic profile
Provide your university, department, degree level (BS, MS/MPhil, PhD) and current enrollment details exactly as recorded by your institution.
-
Enter your CGPA or percentage
Add your most recent CGPA or marks precisely as on your transcript. If your university has just declared new results, update your profile before the deadline.
-
Submit for university verification
Submit the form. Your status becomes Applied and is routed to your university's focal person, who verifies your data against university records.
-
Track your status to the merit list
Watch your status move from Applied to Verified, and finally to Selected if you make the published merit list. Check regularly so you don't miss distribution updates.
Apply on the official HEC portal
This is the only official source. The scheme is free.
Tips to avoid rejection
- Match your records exactly. Your name and CNIC on the portal must match your university records, or your application can be rejected.
- Use a SIM in your own name so you reliably receive the HEC verification SMS.
- Keep your CGPA updated if fresh results are declared before the deadline.
- Contact your university focal person immediately if your status shows "Not Verified".
- Apply early and double-check every field before submitting.
